Flash scrolling banner and flv player

You will need to create a dynamic scrolling flash banner and a custom skined video player. I need to be able to modify all aspects of the dynamic scripts through my exisiting admin panel. So the flash should work with xml /action script The team I have has no flash experience so I need you to pick up where they cannot. ** I have attached the image I have given to my team and the current work that has been complete.
