Having delivered a similar plugin myself very recently, I am a little curious as to exactly what do you require here? Do you just need to activate the plugin? What issues are you facing in activating it? You have also mentioned "Fixing the new user plugin to allow or decline front end user request." What exactly do you mean by that? Do you mean user shouldn't be able to change quantity/remove product in the cart, once the prices have been calculated? If yes, I believe the plugin has poor design, as it should always recalculate the prices based on latest cart status. Having said that, I will be willing to have a look and provide recommendations.
