Homepage redesign only

As a reference, I would like the webpage to have a similar feel to: [login to view URL] I require a fast-loading, SEO-friendly page with cleaned up code, professional design and crisp, slighly aggresive look. The part of the page above the fold should have more of a National Enquirer sensational feel and look (big, screaming fonts, bright colors, but not too cartoonish or cheesy), rather than the dullness of The Wall Street Journal. We are talking the government's cover-up here! The page must be compatible with all major browsers. Graphic and website design skills are a must, creativity and aesthetic taste are a definite asset.
