VB.NET 2008 TCP Sniffer

Im looking for a TCP/IP sniffer source code for vb.net 2008

The sniffer must be able to:

- Record all URLs visited (just check for /GET and combine it with the host name)

- Parse <title></title> tag if there is one

- Exclude URLs such as images/css/javascript files

- Sniffer *MUST* work on a limited windows account, aka account with no administrator privilege.
