Members Area with Secure File Download Management

We are seeking a website back-end that provides funtionality for managing members who have access to files which are available for download. The solution needs to provide administrative functionality: Manage Users - Create/Edit/Delete - Disable/Enable - Set download permissions on selected files - View files downloaded - Set & Reset download count - View account activity (e.g. login's, login IP address etc) Manage Files - Upload/Delete/Replace - Insert/Edit metadata (e.g. custom fields such as Name, Description, Size, Manufacturer, Product Name, Version etc) - Set the number of time file can be downloaded by a member Users then need to be able to login: Manage Account - Update information (e.g. set email, change password etc) - View/Download available files The solution needs to ensure the source path of the files is protected so that files can't be downloaded directly. The solution needs to be secure from a content perspective and a user/administration perspective (SSL). Large file uploads and downloads is required. Efficient handling of this task is required to minimise impact on servers and minimise potential for data corruption and failed transfers. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
