LED light speed control system

We require a led lighting solution that allows us to control the speed the light moves along the strip with a mobile phone app. We want to be able to control the speed that the light moves from the start of the strip to the end of the strip from the phone (with multiple users). We require a strip of small, waterproof, led lights that can be pieced together for up to 400m long (maybe in 50 m sections) that are controlled by a mobile phone allowing the speed each time the light passes along the strip to change. eg one time we might require it to move from the start of the strip to the end of the strip 10 times at 20km/h. The next time we might want it set on 15km/h or 10km/h. We require numerous colours (blue, red, green, white) that can be operated separately at various speeds. for example...blue passing from one end of the strip to the other at 20km/h, red moving through at 12km/h etc. (Each different colour will be a different user). Being able to set the speed in time and speed would be ideal. Please let me know if you have questions. Thank you!
