Software that analyzes DirectShow video stream for black picture / audio silence, writes results to log

I'd like a software product created that does the following - 1) Creates a DirectShow graph with input settings defined by user - I have two specific "source" devices that open either UDP/RTP or HLS streams and output them, streams can be both MPEG2 and MPEG4. 2) The video stream is then analyzed for a) black picture b) frozen picture, the audio stream (or streams) are analyzed for audio silence (bonus: also for repeating ("stuck") audio). 3) A log file is being written every few seconds with the status of analysis. If status of any of the graphs changes (for example, picture goes black), the log file entry for the specific graph is updated. For example, the log file could be as follows (specific log file formatting is not decided upon, can change in future) - GRAPH1|BLACKPICTURE|NO GRAPH1|FREEZEPICTURE|NO GRAPH1|SILENTSOUND|NO GRAPH2|BLACKPICTURE|YES GRAPH2|FREEZEPICTURE|YES GRAPH2|SILENTSOUND|NO Most of the technical specifics are up to you. The only requirements - 1) Must be able to run it on Windows Server 2008 R2 / Server 2012, additional components/libraries can be installed etc. 2) Must run as Windows Service. 3) Either consists of Service + GUI for adding various inputs or Service + configuration file (for example, XML).
