ip spoofing / Faking Without proxy.

Looking for an expert that knows socket / raw socket / TCP Technologies and is able to create an IP spoofing wrapper that will work when I send requests to sites like [url removed, login to view] , [url removed, login to view] and won't be detected as proxy.

I want the wrapper to generate/spoof unlimited random ip's

I want it to work with .net visual basic / If that is impossible python will be fine .

I heard rumors that ip spoofing is impossible on windows *IF YOU PRIVATE MESSAGE PLEASE ASSURE ME THAT YOUR METHOD WORKS WITH WINDOWS.*
