Virtual manager for small welding business

Hello, I am looking for some one who can build a software for managing Quality control and Health and safety processes in small welding company. I do not know what is possible to get done per my budget, so if you have any ideas on how to make things better or substitute one for an other in order to make the budget, I will be happy to discus this with you and possibly even increase budget a little in order to accommodate some attractive features. I would like this program to have multiple modules: H&S, QC, Accounts, Store, Personnel, Quotations. The tab for each module will be different colour, and different users depending on their login details should only be able to acces tab or section relevant to them. Some users must be able to access more then one module and administrator all of them Each module will have various sections that will be designed to help manage particular tasks like In H&S module there will be tab for creating risk assesments, tab for Training records, tab for Audits and calendar/ planner where tasks can be scheduled and reminders are set. In Quotations module there will be a calculator which will allow user to get calculated amount if he or she enteres values into the required fields (I will provide formulas for calculations.) Work space for all users will have one incomon field, a calendar, on which dates will be shown white or in the segments of colours if certain tasks are scheduled for that particular date. Lets say that H&S module is Blue in colour and Quotation module is green, so if both of them have planned task for first of January 2016, then this date will have a half blue and half green circle in it. This calendar will show todays date in red frame as it will allows to see in what department things planned up for today. I ideal situation, I would like customers to be able to get updates on the status of their order (One of the tabs in QC module) via mobile phone app or through login with their phone or computer. I am looking to create virtual manager that will make traceability of anything very easy and make process of filing information, simple. Let me know if you have any questions!
