Video Streaming - Static

Hi everybody. We have an apache VPS server and would like to stream a video a video from link 1 to link 2. Video and voice have to be streamed both ways. We don't need a chat room and videos are not saved on the server. The stream is only between 2 people. Link 1 is the main streamer and link 2 is the guest. Php and javascript will have to work on both pages. To initiate the stream, the GUEST will have to enter a token. This token is already linked to an account in our database with a number of minutes. These minutes are used up during the stream. When the minutes are used up, there has to be a html alert(). We also have to be able to add more html/php/javascript code to Both pages. It has to work on mobile devices (ipad - iphone). Desktop Web browser not necessary. Please start your bid by mentioning that you have build something like this before and provide a sample link.
