viber and skype

My company needs an applications for windows that can handle the following :

1. Skype and Viber mass message , it must have the option to costomize how many sms you want to sent "500-1000-5000 and etc" to avoid get banned . also we need a pause button .

2. Skype and Viber mass add contact from following .. ( email and phone number ) either phone number or email is optional !! it must have ofcourse the option to pause it and the option set as many "add contact" we like . for example i want from 17000 list of phone number to add today the 2500 so dont be blocked.

3. If you can make the whats'up android application for windows 7 also will be best

3.1 Also if you can add mass message and mass add contact like the skype and viber will be great ofcourse

4. if you can built them to actually work with server sql 2014 it will be greate couse we have a huge mobile phone and email list already there .

5. Can we work with you at the future if we want costomize something for the applications ;

6. if something change from the companies of viber,skype,whats up can we update the application ;

7. can you merge all those application we want to one application ;;
