1. Store a list of Locations - with (location name, country, Lat, Long,radius )
2. For each location
a) Search Twitter API for recent tweets ( search for locations name, in locations name - e.g. for the location Newqyay

b) store all the tweets found in a table.
c) Create a list of top twitter accounts in that area by looking at who has the most followers from those accounts, store these in a table, looking at tweets over last 7 days.
( twitter name, locations, rank )
3. run a routine to gather new tweets every 10 minutes, and create a new league table every day.
