tracking system

Dear all freelancer I have a project that contains two parts website and a hardware project. website project Admin Create supplier account Search for supplier account (name, address, phone number, email address) View supplier account (account details, billing tab(open invoices, paid invoices, outstanding invoices , (gps trackers assigned supplier(enable trackers and disable them), Supplier account: Create store accounts Search store (name, address, phone number, email address) View store account (account details, billing tab, (gps trackers assigned to store), map of store or vicinity and showing location of all trolley Maintenance tab (view tab of trackers needs maintenance (low battery replacement)) second part hardware project I am looking for someone to invent GPS tracker that also works indoors in the shopping center, and this will be mounted on that trolley to keep the track of the trolley and if I want to see where is the trolley at I want to able to view it on the map and find its location. also, this tracker will have limitations once the trolley is taken out of the shopping center premises (parking area) then it will disengage the brake system on the wheel so the trolley will not be easily pushed and it will display a message on the screen saying please return me home. the GPS information will be uploaded to the website and it will pinpoint all the trolley locations where they are in the vicinity of the shopping center the tracker must also upload information to a website on when the battery is dying so that it requires maintenance, showing on the map picture of the trolley in red this means this trolley requires maintenance and if the battery is finished it will show a red light circuit board and the brakes will go on the wheel, and the trolley it will not work. once the battery is replaced and the trolley is reloaded then it will remove the breaks on the wheel and the trolley will start to operate as normal when initially activated this tracker will be assigned to a specific location or area or to an account. I do not want to use a sim card base tracker for cost-effect reasons because there will be multiple trackers and do not want to buy multiple micro sim cards for all devices. please keep in mind that I will not release milestones before testing it and making prototypes. so please do not ask for any initial release mile stone without testing the prototype.
