modify/construct joomla component

We have a site we are developing in joomla. We need someone to either modify a existing component or use one that may already exist. Basically there will need to be a component so that the owner of the site can upload a image and assign a hyperlink to that image. These need to be able to go in a category sort of like a gallery component except that the image are clickable via a user defined url. He is going to use them to upload images of products on sale or ones that he is trying to get rid of. There also needs to be a module that will read from that category, actually there will be two module positions both reading from separate categories. See the attached image. "New this week" will be a module position it will read from a specified category from either the image gallery component you modify or one you construct. " just a few left" will be another module position it will read from another category's. This module will grab the image and the hyperlink associated with the image. The hyperlink must not open a new window as it will be going to another part of the site. The component and module does not need to be made installable it can be constructed right there on the server. In fact all development must be done on the server, you may not take a copy and set it up somewhere else. Anytime you modify a file you must create a back up of the file right there. In my opinion I think the most simplest and quickest way is going to be to install a gallery component that also has modules that can read from a category and modify that. however you may have a simpler method. I need someone to start on this as soon as possible. Please let me know you read this and that you are ready to start and when you will finish.
