Insert records to a non WordPress database on a different server

We have an existing PHP file that currently utilizes WordPress database to insert and update records. We now need the same functionality on a non-WordPress database hosted on a different server. Our hosting provider has confirmed that MySQL should be accessible from within the PHP code, even if its not hosted on the same server / account. Please update the code so that it *mimics* existing functionality which is broadly outlined as below: 1. Update a record if it already exists by checking for a unique combination of phone number, date and category. If not, insert a new record in to the table 2. Modify the *existing* code so that the phone number being sent to Nexmo for verification has the country code (1 for US / Canada) appended to it. Check if the phone number is 10 characters in length and if it does not start with a 1, prefix a 1 before sending it to Nexmo for verification. While inserting the record or updating, please include the 1 in the phone number. We will provide the logins and other relevant details once the project is accepted. Given that this is a relatively small project, no milestones will be defined and the full payment will be released on completition. Please allow 2-3 days for QA after delivery. Important: The project will be automatically canceled if we determine that we are not able to access the database for any reason. No payment will be due in that situation.
