Event Photography Photo Viewer and cart system

I am looking for a developer who can make me a website that I can use to sell photographs at sporting events. We plan on using tablets running chrome browser in kiosk mode to view the website so that customers can view and purchase pictures by adding them to a cart. The website will be hosted on a local server at the events. The website needs to display a photo gallery type system that will show thumbnails and then allow the customer to click on the thumbnails which will enlarge the image to full screen and also show an add to cart button at the bottom of the image. When a customer adds the image to a cart they should be prompted to enter in a phone number which will be used to track the images that they have selected. It would be preferred if the images that were loaded on to the website were stored in a folder hierarchy so that the images can be viewed/backed up by me using a windows machine, It would also be preferred that when a user adds images to a cart that the images are copied from the source folders into a carts folder which is named by the users phone number. The website will need to have a admin back end that will allow me to create gallery's and upload images to those gallery's. Not sure if this will be possible to be done by a website alone, as our current system is written in c+.
