Build a Freelancer website

Hi, It would be a freelancer website with a Twist where Admin will assign the projects to the freelancers directly,Right? I do have some comments, Would like to discuss with you the followings:- 1)Would there be Client side who will provide projects to Admin and Admin will assign projects to freelancers on behalf of them? Or Admin will manage the client part through outside of the site completely? 2)How the costs would be assigned to the freelancers? Normally freelancers place bid, But as here Admin is directly assigning to the freelancer so Admin will decide the cost and deadline while assigning? 3)Would the freelancer be paid through the site for executing the project? Would that be milestone wise escrow payment? 4)What would be the job types? Would there be any tracking of the deliverable? 5)Whats the significance of the Membership subscriptions here as bidding isn't required I guess? Please share your thoughts!
