Protected Artwork Distribution

I need someone to develope a Royalty Fee Collection system for distributing Artwork. I am selling an inkjet printing system to print car tags (license plates). I will sell CD’s that contain various artist artwork, these artist will collect a Royalty Fee when their artwork is printed on the car tag. I need a software program to run on the users computer that will Keep track of all print-outs of these designs and will issue a debit against credits in the user’s account on his computer. I need the following data : date & time of the print out, the artist name and design number and the royalty collected and their account info. I need a secure way to distribute these images to prevent persons from coping and using without paying royalty, also royalty free info. I need a program to run on my computer to collect all of this info, date & time, artist, style, royalty collected and due, location of business, and to allow me download secure art to the user’s computer. I want usage info on both Royalty & Royalty free. They are 3 elements needed: 1.) The encoded software to use to code distribution CD's with the Artwork. 2.) The software on the user's machine that reads and collects royalty when an image is printed and sends this info daily through the internet or writes the info to a mailable disk. 3.) The Software for me to collect the data of all customers usage and to create the Royalty payments for the artist.
