Inventory Database - Symbol MC1000 Barcode Scanner

My client has a number of offices with quantities of office consumables in each, cosumable asset usage has been spiraling out of control and the client has asked me to investigate the possibility of delivering a web based asset tracking system that will allow them to centrally monitor stores to highlight abuse and control costs. The client has access to a number of Symbol MC1000 handheld scanning devices (brand new) but has no experience of using them and does not? have the budget? to spend the £xx,xxx required to buy an off the shelf asset tracking system and are merely seeking a throwaway application. The coder will be required to deliver an application / applications to allow data capture utilising the MC1000 scanners and to permit that data to be downloaded to an Excel / Access application for human review. GUI specification will follow upon receipt of an outline estimate (this bid request will likely be cancelled and replaced with a more detailed request) No scanner will be physically provided to the coder but the customer has agreed to let me hold one for testing purposes.
