Startup company needs website built

My startup company needs to have a website built. The website will be a real time scoring site for sports scores. This is not professional scores but amateur scores for golf. It does not need to have a lot of pictures or videos, but mainly where information will be stored. This will be a website where I the owner would input the participants and/or teams and the end user who will log in and be able to input the scores into an application for a smart phone that will also need to be developed, that will tie into the website. I would have to update the website daily to input who is playing in different tournaments or the scoring set up for a given day. For instance there are several different scoring scenarios for golf, I would input what way score will be kept and who is playing. The end user would log into the smartphone application an input their scores. As the scores get inputted you can see live time what the leader board and the scores for the participants on the web site. This way the end user can input the scores on the holes and whatever is inputted as the scoring style on the back end it will automatically put the proper scoring in. I have several excel spreadsheets with golf scoresheets and the imbedded formulas that could assist in the proper formulas.
