Freelancing site Clone

We want to develop a Freelancing site clone. Just like [login to view URL] or getacoder.com. All the features and functionality would be similar. Only few new features would be: 1) Interactive Buyer & Selected providers Chat/Conference room (3rd party and open source is fine) 2) The site has to be translated into 4 major languages beside English. They are: French, Spanish, German and Dutch. 3) Security would be the top most priority. Few notes: 1) Our Project Manager will maintain daily communication with the winning team PM/CTO on daily basis. Our PM will have equal right to consultation to the team working on this project. 2) Regular work progress should be reported. 3) We prefer this to be done in ZEND Framework, however, other framework recommendation will not be ignored. Please clarify which framework you would use and why. 4) Payment will be as follow: First 20% -- After 1 week of project starting date and successful ongoing work model. Second 20% -- After 50% of the Milestone work is done. Third 20% --- After all the QA testing and UAT (User Acceptance Testing) is completed by your team. Fourth 20% --- After BETA version is released and Deployed. Fifth 20% --- After ONE month of fourth phase to resolve the minor issues regarding bug fixing and error fixes. You must provide us a 3 months times after that in which small changes, BUG fixing should be provided. After 3 months, we may choose to take paid monthly maintenance and support from you.
