Software to store, edit & view data (of party workers), win+web based

Hi, We need a simple software for storing, editing, viewing & searching data of party workers. Both windows & web based (with automatic sync). Just need to be able to: - enter data about party workers into a form (and it gets stored in a database) - ability to edit data - ability to view the data - ability to search the data - view tables, make simple and advanced searches, generate reports etc Very basic stuff. But yes, there are a looot of data fields... Few other functions it needs to have are : - Password protected access - simple 'single-password' access for all users - Print page button - to print reports & data search results - Sync database automatically (or manually via a button click) - between the web & windows apps - [OPTIONAL] Search suggest function, like in google search Need to get it done for cheap. ------------------------------------------------------- Various fields it will have: - User type: Voter / Worker - Name - Mobile No - Father's name - Age - Gender - Booth no. - Address - Panchayat/ Ward - Block/ Municipality - Photo - Voter ID card no - Religion - Influential (yes/ no option) (N/A for voter user-type) - Party affiliation (N/A for voter user-type) - Active/Passive (N/A for voter user-type) - Scoring Index / Rating (N/A for voter user-type) - Bike (yes/no) (N/A for voter user-type) The following fields need to store multiple (more than one) entries for each user (preferably saved by date & time) [I guess what you call a one-to-many relation in DBMS]: - Monetary Transaction Notes (details of any monetary transactions) - Last Meeting (date & details of when we met this user last) - *** Relationships with other users (show relation, if any to other users in the database - kinda like in a social network) - Past Record Notes (notes about past record) - Public Perception Notes (notes about public perception) - Other Notes (any other notes) ------------------------------------------------------- During searches, if we can have 'search suggest' function (like in Google searches) that would be just awesome. Say if we are searching by location, or caste - if it auto-suggests the name - would help *tremendously* (as remembering the exact name/spellings may be difficult). Although I have put this as a 'Simple Project' (with a $250 max bid), you 'can' go slightly higher than that while bidding. Most bids (I think) should be in this range.
