Need a java program that does digital certificate authority, etc

I need a java program that can act as a certificate authority, can create a certificate, with a nice gui that can run on windows or mac "system agnostic" . Its purpose is to create 3rd party certificate, it will be running on the host and the client. Reports will be sent from the host to the client in pdf format, and vice versa. Certificate files will be compiled and audit trail documents should be created so that we can know exactly when the reports were opened, closed, etc. Certificates will be created per client. Also, each user accessing the gui will have a certificate as well.
