Virtua Mart free shipping module

I have a website http://t oo tsie sshoes nyc.c om/ built on joomla Joomla! 1.0.15 Stable with VirtueMart 1.0.13a And I require a free shopping for all orders over 50gbp and a charge of 4.95 for those under 50gbp I have a solution put in place but since changing host I get the error message: **Fatal error**: Call to undefined function vmtooltip() in **/home/fhlinux138/t/[login to view URL]** on line **213** when I try to configure it. The current solution adds a charge of 3.50 for orders over 50 but when under 50 no shipping method is provided. So I either need this fixed or a new solution put in place. Please also quote me for upgrading joomla and virtumart to the latest versions. Only bids with good feedback and time scales will be considered.
