Simple site installation and updates(repost)

Install and make minor changes to a website. I have a site that needs to get up soon. It is a really simple project. We would need you to install our website and design an administrator area so that we can make changes to the site easily. We want people to be able to click on receive updates and be able to submit their contact information so that we can access their information in an excel file. In addition, we have a guestbook. Contact me and I can give you more information. Basically, we will need you to create this, but make it look as exactly as we want. The website is translated in different languages. I will give you the text in each language and when the site goes up, we will need all the accents to be correct. So, someone should be able to switch from one language to another easily and the site should be very clean. The winning bidder will need to be responsive and easily accessible.
