Configure Joomla website, make templates - with provided designs and specs

We have a designer supplying us with the design outline (skin) for a 20 page content managed (WYSIWYG) website. We will supply html and graphics. They will want the ability to add/replace images, edit text, and add pages. There will be 5 fixed sections, with the option to add sub-pages to each section. PDF Download page: They will also want to be able to upload files (pdfs, etc.) for client download. So there will be a PDF download page. very basic. There will have to be a simple user/pass login component for clients to have access to files. Case Studies Download page:?
