405560 Membership Website

I am looking for help constructing a free membership website where people can come and create their own account and store personal documents, information, and pictures. They will be able to create/upload info and then come in and add/edit it.... and also allow certain people access to certain parts of their data if they choose. While this is somewhat of a broad description... I really would like to find out if a script like this exists or what the cost might be to develop it. Possible large number of records/ members. Cost is a concern so please keep that in mind if you bid. Ask questions in the PM board if needed. It is CRUTIAL that anyone who bids speak english fluently and be available by phone (not just email). Preference given to programmers in US and Canada which is where I have free digital phone access to. Tks.
