Asp.net to PHP Conversion

We have a database in SQL 2005 which has been coded using a very simple ASP.net encrypt decrypt class (class will be provided minus passphrase, saltvalue, and initial vector). The project involves the creation of a simple PHP script that creates a new copy of the database on the same server with all the records decrypted. The complication is that we cannot provide the actual database, and thus the script must ascertain the number and names of the tables, and their fields dynamically. Note, the table and field names are NOT encrypted. Only the data contained within the record is encrypted. Final script must be well commented.
