Flash based interactive map

I am looking to integrate an interactive map into one of the pages on my website that will be linked to the backend database. My website [login to view URL] (adult content) uses a database to store all of the profile information about the people listed on the site. One of the tables contains a list of locations (counties) that each of the profiles covers. I need to map this information onto a map. So for example the map will be split up by county (i.e. Cheshire, Merseyside, London, etc, etc) and when the user moves their mouse over the county a pop-up will display and list all of the profiles registered in that county. The user can then click on a profile which will redirect them to the profile page that already exists. I need the look to be inkeeping with the website and I'm not looking for some Google Maps variation, I need it to look and feel like quality work. **Any messages saying "I am ready to start" or anything like that will be ignored. I will only accept bids from people with positive feedback and experience in Flash/PHP development** ***UPDATE*** I have decided not to go with Flash for this as it can be done using JQuery and an SVG image. I have an SVG image to use and all the county names on.
