Code this system

Need someone to code this: On a certain page i want to have a field box and submit button. On the box, people will type their IP address. Once they submit it. it will be processed by adding the ip here: [login to view URL] It will be processed as if the user typed that url in the address box. Also, I want only the 150 people to be processed per day. If limit is reached, the page will say "We have reached the limit. Redirecting to main site.'. Then after 5 seconds, it will redirect to another page. But after 24 hours, the page will be available again and will show the field box again, since it's a new day. That's all. I want to incorporate this system in my current website. So please make it so that I can easily edit this. Because I will add some other texts. Not sure if only php is needed here. Please tell me how you plan to do it. Simple job. Can be done in an hour or less. Budget: 30$ - 40$
