Video Sharing Contest website

I am in need of a Video Sharing website with all of the functionality of "[login to view URL]". I want the site to incorporate the ability to host video contests, where the viewing internet audience will vote for the best uploaded video via “Twitter” tweet casting.. The home page should display the top 3 leading videos for each category that we create, alongside with displayed vote ranking and # of votes. Back-end of site should only allow 1 vote per IP Address. Prizes will be awarded by website sponsors for videos with most votes. Paid advertising space and sponsored links should be present throughout site, and surrounding the main video player windows. The website should incorporate Skype Webcam technology, to be used as an effective viral marketing tool for video promotions. Control panel is needed for obvious site maintenance.
