Create SSO for Wordpress

We are looking for a PHP developer who is familiar with WordPress and can write a single sign-on API module.? This module will provide functionality for the following: ? ? ? ? 1.? Automatically create a new user based on supplied credentials and information ? ? ? ? 2.? Automatic login based on credentials supplied. ? ? ? ? 3.? Automatic logout when request is submitted. The new API will must be able to be accessed from .NET environment running on the same server.
