Development of a video sharing website in php/C#

Development of a simple video sharing website using C# or php. A user can see the number of videos he uploaded. Other features include: 1. Commenting 2. Likes 3. Sharing on social networking site like facebook or google+ 4. number of views 5. Super admin control 6. Admin can view statistics of each video and the website These are the major listed requirements so far. But there could be few additional changes. I have designs for all the webpages in jpeg format and have already created all the business requirement, so that will save development time. I will share the business requirements in detail when we progress with the work. Just to give an idea, here i have attached the basic layout that i have thought of about the website. The development should be done from the scratch and i would review each of the codes, atleast the important parts. I would also like to have good documentation about the development and database design. Main concerns: 1. Uploading time should be optimized. 2. Most importantly, video streaming should be fast. 3. After a video is uploaded, there should be some way to reduce the size of the video, if possible.
