Twitter Web Application

I am looking for a developer who can help in the development of an online twitter web application . The twitter application must have the ability to follow specific twitter user tweets via the twitter streaming API and send DM's to these specific twitter user accounts on behalf of the users who are registered and authenticated to the web app. Users should be able to visit the app and authenticate their twitter accounts so that the app has control to send DM's from their account. Once authenticated, users will be able to place orders via the app with their information that is to be sent via DM to the specific twitter accounts that the app is monitoring. At the heart of this web application will be Tesseract OCR. The twitter accounts that the web app is monitoring will send tweets containing images. In these images, specific phrases are circled. The web app must be able to read the image and send the specific phrase that is circled back to the twitter account via DM on behalf of the users who are registered to the app in as little as time as possible. For the web app owner, there must be an admin panel for setting up reservations that the users can order, checking who is registeed to the app, which users have placed orders, and which users have received a response back from the twitter account their order information was sent to and collecting payments via the Stripe payment system. Included with the bid is set up of the web app via Amazon EC2 servers or Heroku servers. As I have a good working knowledge of php, css, and mysql minimal support on running and maintaining the app will be needed.
