Email Launching DLL

I need a DLL written that can be called from Delphi or VB.Net that will open up the default email client and prepopulate the FROM, TO, SUBJECT, BODY and it must also be able to add an attachment.? ? Oddly enough, we do not want the DLL to send the email.? There are plenty of existing DLL's I can purchase for between 20 and 100 USD that will do everything and send the email via SMPT.? But we do not want to send the email.? Just open up the send window dialog and the user will click SEND when he or she is done. In VB.net I tried using the [login to view URL]() method, which works fine except I cannot get it to add an attachment.? Being able to add the attachment is critical. Example of how I hope to call the DLL you are going to write.
