Need a duplicate website

I need a duplicate of getafreelancer.com. Same basic system and process. However, there are some changes I need to it. Not exactly the same style, feature and design. Completely different but the idea remains the same. Here are some of the details of this project: - On homepage, the site does not allow projects to be shown publicly. - The users will be provided with their own account and password (made by me), and then they will use it to log in to the freelancing site. - Users will then have the ability to choose which projects they want to do (the same as GAF) and bid accordingly (same bidding system as GAF) - Project hosts will be notified about it and think it was from GAF and make their follow up. - Terms of Service and Terms and Conditions of GAF is just the same as this duplicate. - I require no Graphic Designing skills whatsoever, so a plain website with its best functions and system is only needed. - Payments are just the same as GAF. Using Paypal/Money Bookers/Wire Transfer should be made available. - Projects according to the user whom I registered for will only see the projects that they are available for and only that. - I do not require all projects listed in GAF. Just the selected some. - I require a User Manual that clearly defines what coding does what, so if there are any errors I'll know what needs fixing. I already have a domain hosted. Now I need to change it as a freelancing site for the niche market, bringing in foreign projects. I am willing to pay $800 for this whole project and nothing more. If you can do less than that and still maintain quality service, this project will be yours to complete. More details will be given after I select the best service provider for the job.
