build database structure/create auto download from ftp site

I need to have a site built in .Net that will search a number field (it is a phone number) in 2 different tables (Table 1 and Table 2), and then return the results: if the number was in either of the tables (Table 1 And/Or Table 2), or if it was not in either table. The user will be able to enter multiple phone numbers into the search request, either separated by spaces or commas. The results will be separated by those that are in the database, and those that are not in the database. The user will be required to login before being allowed to search. An administrator will be able to create new users/passwords, as well as manually update one of the tables(Table 1) with a zipped file (the file will have to be automatically unzipped and installed into the table- it can overwrite the previous data). This manual update will happen once per month. The second table (Table 2) will need to be able to be automatically updated from an ftp site. The file will contain the phone numbers in a txt file The data will be stored in a MySQL database, and the language will need to be .NET. It will be on a Windows 2003 server. It should be finished within 3 days. This was originally done in PHP and that site is available if needed (it is no longer up and running, so you cannot see the site online). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Win 2003 server MySql 4.1.10a
