I understand what you want and I can provide it. It is possible to access the same database from different websites, which means that you only have to insert data and adds once. We can also put in "website selections" in case you want some data only on one site. I suggest that we use ASP.NET, c# and MS-SQL databases. I also have tons off experience whit advertisments applications. For example: we can put limits on adds by time, clicks, views or whatever you want.
