Webb application for intranet - display documents/ files from database

We have desktop application and we need to give users possiblity to use web browser In the database there are documents / files stored. The documents titles (text field) are to be presented to users in a form of expandble tree (documents structure) - like in windows file explorer. In the database there is a fieled which indicates the higjer/ above document - for the documents structure, When user doublie clics a selected document (on the documents tree) the application should load a file form a blob filed and open it so that appropriate program will start (depending on the file extention - pdf, doc, jpg etc) and the started program will display the file content so that the user may see it. . The documents are stored in the MS SQL database and/ or Firebird. The applicaction should have search function on a text field. The application is to be running under web browser. The application can be prepared in PHP or ASP net or different - propose.
