Hi, I have actually just completed a project to do just this for another client. I used Centreon which allowed them to configure and manage their monitoring by web interface. Also implemented some nice scripts to allow alerting via SMS and acknowledgement via SMS reply.

Hello, For your case we may use Groundwork or OpenNms monitoring tools. I have good experience with them; both support user based roles and access rights. Groundwork (snmp and ssh based monitoring) is customised tool with a web-interface whose backend is nagios. Both OpenNms(snmp based) and Groundwork provides graph reports as well.
