When you look at my profile, several hotspot projects mentioned. All of them include coova-chilli, on various openwrt-devices. Bid is proxy, until req specs settled. -Which device do you use ? -What is complete URL for the UAM (portal) ? -How is user authed (none, email adrs ...) ?
