Speed up mySQL database

Having worked on some thousands of performance troubleshootings over the past 20 years, very similar to what you describe, I am reasonably confident I can eyeball the root cause if it is in the MySQL layer in under 2 minutes of logging into the server and either fix it (indexing, query modification) or come up with a proposal for a guaranteed fix (materialized views with triggers) in another 5 minutes. Hence the low quote. And, of course, no-fix-no-fee - in case the problem isn't database related.
