Image processing for street management

I want android application can do the following I will use the mobile as a tools to monitor vehicles at street. The mobile will be fixed at any sign beside the street. The app will make recognition for cars and take a picture for each car which passes the street and save It at memory. And at the same time the app will make plate recognition number for this car to check it it's wanted or not. The app will use auto focusing system to do that. At the same time the app will upload video at real time to server for monitoring from any place The mobile that will be used is samsung s5 with 2.5 ghz speed and 2 g ram I need very perfect app.
