Write an iPhone application

I need an app built similar to FitDeck or FitDeck.com. It is a deck of cards for shooting drills and I have all necessary graphics and information just need it all put into an app. It is a 57 card deck of cards split into 7 color coded categories. To be honest I attempted (had never used an Apple computer or made an app) the app and it was exactly what we wanted and functioned perfectly, but once it was submitted to Apple we received a very generic answer as to why it was not accepted and are not sure what to change to get them to accept it (tested it on all devices and worked great in 3 hours). We are looking for either a very simple app for around $500 that is a simple splash page with a menu to access the different color categories and supporting information, or an app with all the functions to make it a nice app for $1000-$2000. I would prefer to pay via an escrow upon completion of the project and it is uploaded and accepted by the Apple Store.
