Custom Video Player

I am in need of a custom video player that plays on all platforms including mobile (prefer HTML5 video) and does not require a license to resale or repackage that would allow a webmaster to set up a simulated streaming video where by the webmaster would input a date and time for the the simulated video to begin in the admin area. Webmaster should have the option to set the video to replay with a control bar after the simulated video stream would have ended. If webmaster specifies not to have a replay available then visitor arriving after the specified end time they will be shown a placer image suggesting that the webcast has ended. When a user visits the video page, plugin should check system time and date and cross reference that with the data inputted by the webmaster then script will perform calculations necessarily to instantly jump to the point in the video where the user would be if they joined the video at the specified start time. There for simulating a live stream. If user comes to early a placer image would be displayed until specified start time of the video. If a user arrives after video specified end time, user will be show a placer image that says you missed the live event. Web master must have the ability to pick multiple times and dates for simulated webcasts to take place. On the front end the user would be able to
