SEO to implement specific strategy for SEO site

SEO Expert required to implement 2 specific white-hat off site strategies. The site is an SEO site that we need ranked at the top of page 1 on [login to view URL] for approximately 5 keywords. We are looking for a highly talented and experienced person, preference given to Philippinos.
