designing pacs system - open to bidding

i want to design PACS system this health care system is consist of 3 parts HIS , PACS Broker , RIS HIS : Hospital Information System PACS Broker : intermediate to connect HIS & RIS RIS : Radiology information system deals with DICOM images system users : 1. doctor : login to his page register his patient This interface has links of all the necessary tools that help him/her to manage his patients, access to their reports and archived exams, and interact with other PACS members. Also it provides some statistics about the administrator entries in the databases like his/her registered patients, new messages, received and sent requests When the doctor registers new patient, patient’s record will be stored in the HIS table and so that he/she hasn't admitted in the PACS yet The patient will be admitted in the PACS only if the registering doctor sends patient's admission request or exam acquisition request. In addition to his/her patients list, each doctor can also access to the patients of other doctors but he/she can't manage their data 2. pacs broker : When the doctor sends exam acquisition request, the admission requests table and PACS patients table will be checked automatically and if the patient's ID is not existed in the checked tables, the patient admission request will be sent automatically with the exam request, otherwise the exam request will be sent to the PACS broker alone. PACS broker in turn should direct the request to the technologists to acquire it. After acquiring the exam, the radiologist should read the acquired exam, dictate the report about it, and send it to the patient's folder in the archive server. 3. technologist : Directed exams requests are achieved through providing each technologist with a list of all the exams requests that are directed to him/her. When the technologist inspects his/her list, he/she can read the details of each exam and acquire it. After acquiring the exam and directing it to the modality’s gateway (technologist’s workstation), the exam should be delivered to the reading radiologist for reading. The exam is delivered by using the implemented exams transferring form that transfer the exam to the technologist’s folder on the modalities server using FTP. 4. radiologist : The system is implemented to allow the reading radiologist to view the available acquired exams in the modality worklist and select any one of them for reading it. When he/she decides to read the exam, it will be fetched automatically from the modalities server to the web server and decompressed to display its contents. When the radiologist selects the exam for reading, the exam will point as under reading now and so that any another radiologist cannot read it. This causes to avoid duplicate reading. After reading the exam, the system will provide the reading radiologist with two options: dictate the diagnostic report or request new exam for the patient if the current exam doesn’t illustrate the patient's state precisely. When he/she decides to dictate the report, a medical report form of the read exam will be summoned and it should be filled and sent. The report will be stored in the PACS database and also with the read exam package as text file. After that, the exam request will be transferred from the complete exams requests table to the read exams requests table, and finally the read exam will be transferred from the modality's directory on the modalities server to the patient's exams folder on the archive server after inserting the report text file within the exam package.
