I have been building and optimizing campaigns for several years. Depending on the nature of the book and the website/URL that you'll be promoting, I am sure that I can create and great AdWords campaign for good return on investment. I'd also recommend creating a Facebook campaign/promotion. Again, without knowing the topic it's difficult to give specific recommendations. Please know that when I build AdWords or bing adcenter campaigns, I do my homework and research keywords, create a negative keyword list, choose correct keyword match types, write dynamic ads and always look for ways to optimize for the conversions that you want, in this case an ebook download/purchase.
