Web Graphs (SVG or Flash)

I need a quotation for a project. An SVG or Flash application is needed that can be embedded in a web page. The application needs to generate a different graph on-the-fly depending upon the selections entered within 3 combo boxes (refer attached document). The graph style will remain constant but the data & graph titles will change depending upon the selections. The graphs should be created dynamically; ideally the combo box values and data columns behind the graph would be located within external data file(s) eg. CSV (so that we can add new graphs later without having to change any scripts). The formatting of the graphs will need to closely match the examples in the attached documents. Ignore the "Next Statistic" and "Main Menu" buttons in the attached document. If the project proceeds then a more detailed specification will be supplied. Please state any browser limitations of the proposed solution - ie runs in IE only including any 3rd party dependencies. The new application will replace a previous MS Excel solution (ie non-web based).
