Redo the HTML and CSS for our existing website and add phone design -- 2

The HTML for our website is poorly made and needs to be redone. We currently have a desktop design in HTML and a phone design in Photoshop. We need someone to take our designs and make a new, responsive HTML/CSS template that we can use to plug into an Angular framework. We do have a small number of animations (carousels/slideshows) that may require Javacript, however, because the front end will be done in Angular, we will not need you to use Javascript for site functionality like tabs, toggles or popups.
